Vision
Gina Raimondo believes that the Office of General Treasurer should be a resource for all Rhode Islanders and a driving force behind the state’s economic engine. Her ambitious vision for the office is founded on five key policy pillars:
Sustainable Retirement System
The primary role of the General Treasurer is to oversee the state’s retirement system investments. It is a role that requires not only financial expertise, but also the experience and wisdom to put that expertise to practical use. In her career as a finance professional, Gina demonstrated that she has the financial skills and experience to be successful in overseeing the state’s retirement system on her first day in office. Effective management of the state’s retirement system is critical not only to state employees and retirees, but to all citizens of Rhode Island, who support any shortfalls through higher taxes or reduced services. As part of this responsibility, Gina will work to reform the pension fund, collaborating with key stakeholders to truly understand the complicated financial issues and to develop a comprehensive solution that creates long-term sustainability, offers a dependable retirement to retired workers and ensures the fund’s efficient operations going forward. Economic Development
Jumpstarting Rhode Island’s economy and getting people back to work is our state’s top priority, and Gina will use all the tools at her disposal as General Treasurer to contribute to this effort. By leveraging her professional network and mining her deep experience in building new companies and creating jobs in high-growth industries, Gina will direct investments and banks that do business with the state to contribute to economic growth right here at home. Financial Literacy and Empowerment
A robust economy depends not only on the availability of high-quality jobs, but also on the ability of individuals to make knowledgeable decisions about their money. Families today need financial literacy skills and information to thrive and reach their goals, free of excessive debt burdens and risky financial products. As General Treasurer, Gina will develop a robust, statewide financial empowerment program for all Rhode Islanders. By bringing together financial experts in the Office of General Treasurer, in nonprofits and in businesses and other institutions across the state, Gina will ensure access to high-quality financial education and opportunities for all Rhode Island citizens. Gina understands that government must work for the people, and the critical role it plays in improving the lives of its citizens. She knows from personal experience that hope is needed most not in good times, but in tough ones. By demanding transparency and delivering results, Gina will work to restore the public’s faith in our government, as well as citizens’ hope that their lives will improve. Accountability and results will be just as important to Gina in her role as General Treasurer as they were in her work at Point Judith Capital.

Corporate Governance
The near-collapse of our economy has spurred proposals for much-needed increases in regulation of our financial markets. Shareholder activism is an even more powerful – though greatly under-utilized-- tool to improve corporate behavior and prevent future economic troubles. As General Treasurer, Gina will exert the state’s leverage as a major shareholder to address corporate misbehavior — particularly those companies that unduly enrich insiders, or favor short-term interests at the expense of long-term returns for our state’s investments.
